Minutas de la 41a Reunión del Consejo Ejecutivo del IAI (CE)

Minutes from the 41st Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on June 14, 2016, in Santiago, Chile. The meeting focused on governance implementation, open science strategies, financial reports, and the selection process for the Executive Director.

• The IAI is facing significant challenges in implementing its tripartite governance structure in Brazil due to national laws regarding the privileges and immunities of international organization personnel. This has led to a high-risk environment for the Directorate and a failure to implement the tripartite agreement in the country.
• The IAI's financial stability is threatened by unpaid member contributions, totaling US$1.33 million. Brazil is the primary contributor of pending payments, with debts amounting to US$460,000 for the 2015-2016 fiscal year, expected to rise to US$580,000 in 2016-2017.
• The Executive Council established a Commission on Open Science (OSciC) to advise the IAI on open data and access policies. Proposed deliverables include a common definition of open science, a white paper on the state of open science in CoP countries, and a list of existing open data platforms.
• The Science and Policy Advisory Committee (SPAC) identified three future priorities: increasing IAI visibility among decision-makers, identifying regional policy demands to guide research, and diversifying funding sources.
• The search for a new Executive Director was suspended due to procedural errors and a lack of clear interpretation regarding the term limits of the position. The EC recommended that the CoP review the IAI Agreement to extend the Director's term from three years to four years, renewable once.
• The Scientific Advisory Committee (SAC) recommended that the IAI launch a new call for proposals in 2017 with a restructured frequency (every one or two years) and a tiered scale of projects ranging from large multi-year projects (up to US$1 million) to small grants.
• The IAI's operational budget for the 2016-2017 fiscal year was proposed at US$1,416,116, maintaining the contribution levels from the previous year. The United States is the largest contributor, providing US$831,000 (60.75% of the total).
