STANDING RULES OF THE EXECUTIVE COUNCIL (EC) OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Executive Council (EC) of the Inter-American Institute for Global Change Research, approved in June 2013, establish the governance, operational procedures, and administrative framework for the EC as the executive organ of the Conference of the Parties.

• The Executive Council consists of up to nine members elected by the Conference of the Parties for two-year terms, with a requirement for balanced geographic representation.
• The Executive Council holds two regular annual meetings at the location of the Conference of the Parties: one immediately before (pre-CoP) and one immediately after (post-CoP). The pre-CoP meeting focuses on financial and budgetary matters, including a recommendation on the Plan and Budget for the following year.
• The Executive Council Bureau is composed of a Chair, a first Vice-Chair, a second Vice-Chair, and the Executive Director of the Institute serving as ex-officio Secretary. The Chair and Vice-Chairs are elected for two-year periods during the post-CoP meeting.
• Decisions of the Executive Council are normally made by consensus; if consensus is not reached, they are decided by a majority vote of the Parties in attendance. Each Party on the Council is entitled to one vote.
• The Executive Council can establish various committees, including ad hoc Sessional Committees, ad hoc Advisory Committees, a Financial and Administrative Committee (with renewable two-year terms), and a Credentials Committee (comprised of three Parties for two-year terms).
• Special Meetings may be convened at the request of one or more Parties if approved by a two-thirds vote. These meetings are limited to the matters for which they were called and are hosted by the offering Party or, failing that, at the site of the Directorate.
