This document is a list of actions and decisions from the Tenth Meeting of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held in Boulder, United States, from June 3 to 5, 2003.

• The CoP established the leadership for its Tenth Meeting, appointing Warren Washington of the United States as President, Oscar Brum of Uruguay as First Vice President, and Adrián Fernández of Mexico as Second Vice President.
• Ten delegations submitted official credentials to participate in the meeting: Argentina, Brazil, Canada, Chile, Colombia, Costa Rica, Jamaica, Mexico, Uruguay, and the United States.
• The CoP approved several financial and operational documents for the 2003/2004 Fiscal Year, including the modified Basic Budget Request, the levels of Country Contributions as recommended by CE-XVII, and the modified Annual Program presented by the IAI Executive Director.
• An 'Ad Hoc Committee on Relations with Member States' was created to support the Executive Director in identifying political and administrative contacts within Member States, advising on effective communication strategies, and participating in interactions regarding financial and participation aspects.
• The CoP defined 'basic support' as funds for daily IAI operations excluding salaries and associated benefits, though it noted that current funds include personnel salaries, staff travel, other costs (such as CE working group support and equipment), and the Director's Special Fund.
