This briefing documents the action items from the 23rd Executive Council (CE) meeting of the Inter-American Institute for Global Change Research (IAI), held in Panama City on December 9-10, 2006.

• The Executive Council (CE) approved the agenda for its 23rd meeting and the report from its 22nd meeting, with the latter requiring a correction to specify the need to "involucrar a más actores sociales del sector privado".
• The CE accepted the Financial State Audit Report as of June 30, 2006, for submission to the CoP, and accepted the Financial Situation Report as of November 2006.
• The CE supported a proposal from Argentina regarding future adjustments to Basic Budget contributions, suggesting adjustments in increments of USD 1,000, and noted that a reminder must be sent to Member Countries to push for the ratification of this process, which was approved by CoP V.
• Administrative actions included the election of Paul Filmer (USA) as Second Vice President of the CE Steering Committee to replace Margaret Leinen, and the request for a detailed work plan from the president of the IAI External Evaluation Committee by December 20, 2006.
• Brazil offered to host the next CE and CoP meetings in Manaus during the second week of June 2007.
