This briefing documents the actions and decisions made during the tenth meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held from December 2 to 3, 1999, in Caracas, Venezuela.

• The EC approved two new initiatives: a Regional Training Course on Climate Variability and Extreme Events for Central America and the Caribbean, and an Open Meeting of the Human Dimensions Community to be held in Brazil in 2001.
• Administrative and governance decisions included the appointment of Carlos Gay (Mexico) as the new Second Vice President of the EC Executive Table, the approval of the 1998/1999 Fiscal Year Financial Statement and Independent Auditor's Report, and a request for the Executive Director to prepare terms of reference for an External Review Committee to evaluate IAI's work in 2002.
