Key insights
- The CoP established a framework for the external evaluation of the IAI, approving the creation of a Review Committee to conduct the evaluation in 2002. A working group consisting of Gordon McBean (Canada), Federico Garcia Brum (Uruguay), Ruben Lara (Mexico), and Maximiliano Campos (Costa Rica) was authorized to prepare the Terms of Reference (TOR) for this evaluation, with the TOR planned for approval at the CoP-VIII in 2001.
- The CoP approved several financial and operational measures, including the Core Budget request for the Fiscal Year 2000/2001, the Annual Program for 2000/2001, and the Level of Voluntary Contributions of Member Countries for the fiscal years 2000/2001, 2001/2001, and 2002/2003.
- The CoP expanded the IAI's institutional network by approving CATHALAC (Centro del Agua del Trópico Húmedo para América Latina y el Caribe) and CIESIN (Center for International Earth Science Information Network) as Associate Institutions. Additionally, the Standing Rules Committee was tasked with drafting procedures for institutions, organizations, or states outside the region to become Associated or Affiliated with the IAI.
- The CoP elected the IAI Executive Council for the term of July 2000 to June 2002, comprising Argentina, Brazil, Canada, Costa Rica, Cuba, Mexico, Panama, United States, and Uruguay. Leadership roles were assigned to Antônio MacDowell (Brazil) as EC Chair, Margaret Leinen (USA) as EC First-Vice Chair, and Bárbara Garea (Cuba) as EC Second-Vice Chair.
- The CoP adopted a new document titled “IAI Conflict of Interest and Standards of Ethical Conduct” and directed the IAI Director to publish all permanent Resolutions and the Agreement Establishing the IAI in four official languages on the IAI website.
