Revised Fourth meeting of the Conference of the Parties (CoP) of the IAI

This document records the decisions made during the Fourth meeting of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held on June 11-12, 1997. The meeting focused on administrative approvals, budget requests, the adoption of a science agenda, and the election of Scientific Advisory Committee (SAC) members.

• The CoP approved the IAI Overhead Policy, which allows for a maximum of 10% of the total proposed budget to be charged as overhead, though lower figures are encouraged. To prevent the waiving of overhead from being used as a proposal evaluation criterion, the EC Financial and Administrative Working Group was tasked with developing a footnote.
• The Core Budget Request for 1997/98 was approved using an amended 'Option 2' for voluntary contributions from member countries, a structure that will remain fixed from 1997/98 through 1999/2000. IAI Core Budget reserves will support countries requiring more time to transition to Option 2.
• The CoP approved the IAI Mission Statement and the revised IAI Science Agenda in principle. The Executive Council (EC) and Scientific Advisory Committee (SAC) were directed to expand and interpret the agenda before reporting back at the next CoP.
• Four individuals were elected to the SAC: Ronald Woodman from Peru, Ernesto Medina from Venezuela, John Stewart from Canada, and Diana Liverman from the United States.
• The United States was accepted as the host for the fifth meeting of the Conference of the Parties and the seventh meeting of the Executive Council in the first semester of 1998. Uruguay offered to host the eighth meeting of the Executive Council in the second semester of 1998, a proposal to be considered by the EC in Panama in November 1997.
