STANDING RULES OF THE CONFERENCE OF THE PARTIES (CoP) OF THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH

The Standing Rules of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), approved in June 2012, establish the governance, operational procedures, and electoral processes for the IAI's primary governing body.

• The Conference of the Parties (CoP) is required to meet regularly once per year, typically in June, with the site determined based on offers from Parties and decided according to 'principles of rotation and geographical distribution'.
• Participation in the CoP is open to all Parties to the Agreement. Each Party designates one Permanent Representative and one or more Alternate Permanent Representatives. Parties that have not participated in any of the three previous Conferences and have not designated a Permanent Representative are classified as 'not active'.
• Plenary sessions require a quorum consisting of accredited or designated Representatives from one-half of the active IAI Parties. If a quorum is lost after being achieved, any subsequent decisions or actions are considered 'provisional until the quorum is restored'.
• The CoP utilizes various voting mechanisms: a majority vote of accredited Parties is the standard for most decisions, while a two-thirds vote is required to reconsider a previously adopted decision or to remove the Executive Director. Secret ballots are mandatory for electing or removing the Executive Director, as well as for electing members of the Executive Council and the Scientific Advisory Committee.
• The Scientific Advisory Committee (SAC) is elected by the CoP, with a focus on 'equitable geographic distribution' and representation from various disciplines relevant to global change research. Candidates are proposed by the Parties, the SAC itself, and the Associates of the Institute.
• The Executive Director is elected at the CoP preceding the expiration of the current term. The CoP holds 'exclusive authority' to remove the Executive Director if the sound operation of the Institute requires it, which can be executed via a Regular Meeting, Special Meeting, or electronic correspondence.
• The CoP can establish ad hoc Sessional Committees for specific tasks and deadlines, as well as ad hoc Advisory Committees. There are also two elected standing committees: a Standing Committee for Rules and Procedures and a Credentials Committee, the latter of which serves two-year terms.
