ACUERDO ENTRE LA REPUBLICA FEDERATIVA DE BRASIL Y EL INSTITUTO INTERAMERICANO PARA LA INVESTIGACION DEL CAMBIO GLOBAL RELATIVO A LA SEDE EL IAI

The agreement between the Federative Republic of Brazil and the Inter-American Institute for Global Change Research (IAI) defines the operational status of the IAI headquarters in Brazil. It grants the IAI legal personality, tax exemptions, and inviolability of its premises and archives. The Brazilian government provides specific office space and equipment at the National Institute for Space Research (INPE), along with administrative support and diplomatic privileges for the Executive Director and international staff.

• The Government of Brazil recognizes the IAI as having legal personality, allowing it to enter into contracts, acquire and dispose of tangible and intangible property, and engage in legal proceedings similarly to other international organizations.
• The IAI's premises, archives, official correspondence, funds, and assets in Brazil are inviolable and immune from search, seizure, embargo, confiscation, or expropriation by any national, regional, or local authority.
• The IAI and its assets are exempt from all direct national, regional, or local taxes in Brazil, including income, capital, and corporate taxes, as well as customs duties and import/export restrictions for official use items.
• The Executive Director and their immediate non-Brazilian family members are granted diplomatic privileges, including personal inviolability, immunity from criminal, civil, and administrative jurisdiction, and exemption from salary taxes and immigration restrictions.
• All IAI staff, regardless of nationality, possess immunity from legal proceedings regarding words spoken or written and acts performed in the execution of their official duties, a protection that continues after their employment ends.
• The Brazilian government provides the IAI with approximately 280 square meters of free office space at the National Institute for Space Research (INPE), equipped with six microcomputers, two laser printers, a typewriter, and a photocopier.
• The Brazilian government provides the IAI Executive Directorate with three trilingual secretaries (proficient in Portuguese, Spanish, English, or French) and one office clerk at the government's expense.
