AGREEMENT BETWEEN THE FEDERATIVE REPUBLIC OF BRAZIL AND THE INTER-AMERICAN INSTITUTE FOR GLOBAL CHANGE RESEARCH CONCERNING THE HEADQUARTERS OF THE IAI

The agreement between the Federative Republic of Brazil and the Inter-American Institute for Global Change Research (IAI) defines the operational status of the IAI headquarters in Brazil. It grants the IAI juridical personality and establishes extensive immunities for its premises, funds, and archives, protecting them from search, requisition, or execution. The Brazilian government provides specific physical facilities at the Instituto Nacional de Pesquisas Espaciais (INPE), including office space, equipment, and administrative staff. The agreement also outlines diplomatic privileges and immunities for the IAI Director and staff, including tax exemptions and freedom of movement, while requiring the IAI to respect Brazilian laws and cooperate with local authorities.

• The Government of Brazil recognizes the IAI as having juridical personality, allowing it to enter into contracts, acquire and dispose of property, and engage in legal proceedings similarly to other international organizations.
• The IAI's premises, archives, documents, and funds in Brazil are inviolable and immune from search, requisition, embargo, confiscation, expropriation, or execution by any national, regional, or local authority.
• The IAI and its assets are exempt from all direct national, regional, or local taxes in Brazil, including income, capital, and corporation taxes, as well as customs duties for articles imported for official use.
• The Brazilian government provides the IAI with approximately 280 square meters of space at the National Institute of Space Research (INPE), along with furniture, six microcomputers, two laser printers, one typewriter, and one copying machine.
• The IAI is granted shared use of a 50-person auditorium and a 60-person seminar room at INPE, as well as specific communication facilities including four phone lines, seven extensions, one facsimile line, and internet/GRID access.
• The Brazilian government provides the IAI Directorate with three trilingual secretaries and one office clerk at the government's expense.
• The IAI Director and their immediate non-Brazilian family members are granted extensive diplomatic privileges, including personal inviolability, immunity from criminal and civil jurisdiction, and tax exemptions on salaries.
• All IAI staff, regardless of nationality, possess immunity from legal process for words spoken or written and acts performed in their official capacity, a protection that continues after their employment ends.
