Informe de la 33.a reunión de la Conferencia de las Partes del Instituto Interamericano para la Investigación del Cambio Global

The 33rd meeting of the Conference of the Parties (CoP-33) of the Inter-American Institute for Global Change Research (IAI) took place in Asunción, Paraguay, on May 29-30, 2025. The meeting focused on strengthening regional scientific collaboration, advancing science diplomacy, and enhancing climate resilience across the Americas. Key outcomes included the adoption of 18 decisions, the creation of an Indigenous Peoples Advisory Committee (IPAC), the approval of an updated Open Science and Open Data Policy, and the admission of three new Associate members: the World Meteorological Organization (WMO), the American Geophysical Union (AGU), and the Venezuelan Institute for Scientific Research (IVIC).

• The CoP-33 adopted 18 decisions and approved the 'Asunción Declaration of the Parties and IAI associated institutions on Water Security, Biodiversity and Climate Resilience in the Americas', which emphasizes the urgency of joint action against extreme climate events in Latin America and the Caribbean.
• The IAI established the Indigenous Peoples Advisory Committee (IPAC) to integrate indigenous cosmologies and local knowledge into scientific research. The initial committee consists of five members from Canada, Colombia, Guatemala, Ecuador, and Peru.
• The IAI approved an updated Open Science and Open Data Policy based on four pillars: ensuring data follows FAIR principles (Findable, Accessible, Interoperable, and Reusable), supporting CARE principles for indigenous data governance, promoting open publication of research products, and increasing data reuse for science and policy.
• Three new organizations were invited to become Associate members of the IAI: the World Meteorological Organization (WMO), the American Geophysical Union (AGU), and the Venezuelan Institute for Scientific Research (IVIC).
• The IAI launched three new capacity-building and scientific communication products: a multilingual open-access virtual course on transdisciplinary research, a virtual course on Science Diplomacy and Global Environmental Change, and a compendium titled 'Biodiversity in Latin America and the Caribbean' edited with IUCN and Latinoamérica21.
• The IAI reported a transition of its Executive Directorate from Uruguay to Panama, which is intended to strengthen ties with Central America and the Caribbean.
• The IAI is facing funding uncertainties regarding a direct financing mechanism between the U.S. National Science Foundation (NSF) and the IAI, which puts at risk research consortia focused on 'Climate, Environment and Health' and 'Tropical Forests'.
• A special session on droughts in Paraguay revealed that between 2 to 2.5 million hectares burn annually in the country, with over 20 million hectares affected since 2001. The session highlighted the impact of climate anomalies on fire regimes, particularly in the Pantanal region.
• The IAI's Science Diplomacy Center (SDC) is launching a Working Group on Artificial Intelligence (2025-2026) to help regional institutions apply AI tools responsibly in the context of environmental change and science policy.
• The IAI is collaborating with the Development Bank of Latin America and the Caribbean (CAF) on a proposal for the FMU8 funding cycle to manage sargassum in the Caribbean, involving seven countries.
