Article XI of the Agreement Establishing the Inter-American Institute for Global Change Research: Associates of the Institute

A briefing prepared by the permanent representative of the United States for the 33rd meeting of the Conference of the Parties to the Inter-American Institute for Global Change Research (IAI), proposing that the American Geophysical Union (AGU) be invited to become an Associate of the Institute.

• Under Article XI of the Agreement establishing the IAI, the Conference of the Parties can invite non-regional states, intergovernmental organizations, and private or nongovernmental entities to become Associates if they support the Institute's programmatic activities and Scientific Agenda.
• As of May 2025, twelve organizations have been invited to be Associates of the IAI, including the Alexander von Humboldt Research Institute of Biological Resources, the American Association for the Advancement of Science (AAAS), and the Universite of West Indies (UWI).
• Associates of the IAI are permitted to participate as observers in Conference of the Parties meetings and may collectively nominate one member to the Scientific Advisory Committee via an agreed-upon procedure.
• The United States recommends that the American Geophysical Union (AGU) become an Associate of the IAI, citing AGU's representation of over 500,000 scientists in more than 200 countries, its leadership in open science (specifically FAIR data principles), and its existing collaborations with IAI, such as through the Belmont Forum on open data.
