Article XI of the Agreement Establishing the Inter-American Institute for Global Change Research: Associates of the Institute

This briefing, prepared by the permanent representative of Paraguay for the thirty-third meeting of the Conference of the Parties to the Inter-American Institute for Global Change Research (IAI), proposes that the World Meteorological Organization (WMO) be invited to become an Associate of the Institute. The document outlines the WMO's regional and global roles in climate cooperation and details its existing collaborative activities with the IAI since 2022.

• Under Article XI of the Agreement establishing the IAI, the Conference of the Parties can invite non-regional States, intergovernmental organizations, and private or nongovernmental entities to become Associates. These Associates are permitted to attend Conference of the Parties meetings as observers and may collectively nominate one member to the Scientific Advisory Committee.
• As of May 2025, eleven organizations have been invited to be Associates of the IAI: AAAS, CATHALAC, CIESIN, FAPESP, Future Earth, Alexander von Humboldt Research Institute of Biological Resources, Mitacs Canada, Rede Clima, UWI, CICAG, and CR2.
• Paraguay recommends that the World Meteorological Organization (WMO) become an Associate of the IAI, citing its role as a UN specialized agency supporting 193 Member States and Territories. The WMO's contributions include the Global Framework for Climate Services (GFCS), the Global Climate Observing System (GCOS), and the coordination of the World Weather Watch.
