This briefing document outlines the process for relocating the Executive Directorate of the Inter-American Institute for Global Change Research (IAI) to Panama, following a decision by the Conference of the Parties on March 26, 2024.

• The Conference of the Parties adopted Decision 2024/Extra-CoP/1 on March 26, 2024, which approved Panama's proposal to host the headquarters of the IAI Executive Directorate.
• The relocation to Panama is expected to enhance regional connectivity and increase the organization's engagement with the Caribbean and Central America.
• The establishment of the headquarters in Panama requires a Headquarters Agreement between the IAI and the Republic of Panama, which must be approved by law by the National Assembly of Panama. Due to general elections on May 5, 2024, the agreement can be presented to the National Assembly once the elected government takes office on July 1, 2024.
• The IAI has formally requested the Ministry of Foreign Affairs of Uruguay to extend bank accounts and diplomatic privileges and immunities for staff and their families until July 31, 2025, to ensure operational continuity during the transition to Panama.
