Formal procedures for granting Observer Status at the Inter-American Institute for Global Change Research

This briefing from the IAI Directorate proposes formal procedures for granting Permanent Observer Status at the Inter-American Institute for Global Change Research, as existing agreements and rules do not address the granting of permanent status.

• The IAI Directorate has proposed a formal process for granting Permanent Observer Status because neither the Agreement establishing the Inter-American Institute for Global Change Research nor the Standing Rules of the Conference of the Parties (CoP) currently address this issue.
• The proposed procedure for obtaining Permanent Observer Status requires a Party or group of Parties to request an agenda item for the Conference of the Parties, supported by a Justification Statement. The Executive Council Bureau reviews the request, and if included, a Party must sponsor a draft Decision for the Conference of the Parties to adopt.
• Permanent Observer Status is limited to non-Party States, international governmental organizations, non-governmental organizations, or other agencies with activities relevant to the IAI. Observers may receive public documents and speak only when invited by the Chair, but they cannot vote, propose, second, or oppose motions.
• Observers must notify the Executive Director of their intent to attend meetings at least 45 days in advance, or 3 days in exceptional circumstances. Permanent Observer Status will be removed if an observer fails to participate in any CoP meeting, collaboration initiatives, agreements, or other IAI activities for 3 years.
