Informe de la 31a reunión de la Conferencia de las Partes del Instituto Interamericano para la Investigación del Cambio Global (IAI)

The report details the 31st meeting of the Conference of the Parties (COP-31) of the Inter-American Institute for Global Change Research (IAI), held in Panama City from June 21-22, 2023. The meeting focused on administrative approvals, the establishment of new scientific and diplomatic initiatives, and the strengthening of the science-policy interface in the Americas.

• The COP-31 adopted 23 Decisions, including the approval of the operating budget for fiscal year 2023-2024 and a preliminary request for 2024-2026. • The Conference approved the creation of the IAI Scientific Diplomacy Center and its initial three-year work plan. • The IAI is instructed to establish new research and training programs focusing on two specific nexuses: the link between climate, environment, and health (in partnership with PAHO and the Global Consortium on Climate and Health Education), and the nexus of oceans, islands, and coastal systems aligned with the UN Ocean Science Decade.
• A regional assessment revealed that climate action is currently the most important global change policy priority for the Parties, followed by biodiversity and ecosystem services, and water security. Emerging priority sectors include poverty, inequality, and human health and well-being.
• The IAI is expanding its inclusivity frameworks by establishing a permanent Gender, Equity, Diversity, and Inclusion (EDI) committee and an Advisory Committee for Indigenous Peoples and Local Communities (IP&LC-AC) to provide recommendations on the IAI's scientific agenda and strategic plan.
• The Conference decided to change the frequency of its meetings to reduce costs and carbon footprints, agreeing to meet in person every two years and via videoconference in the intervening years. COP-32 will be co-hosted by Bolivia and Canada in 2024 (virtual), and COP-33 will be hosted by Paraguay in 2025 (in-person).
• The IAI will participate in the Andes Hydroclimatic Research Program (ANDEX) under the World Climate Research Programme (WCRP) to communicate progress to Parties and seek external funding.
