Informe de la 26a reunión de la Conferencia de las Partes del Instituto Interamericano para la Investigación del Cambio Global

The report details the proceedings and 45 decisions of the 26th meeting of the Conference of the Parties (CoP-26) of the Inter-American Institute for Global Change Research (IAI), held in Antigua, Guatemala, on June 20-21, 2018. The meeting focused on financial sustainability, the development of a new Strategic Plan, the strengthening of science-policy interfaces, and the expansion of institutional partnerships.

• The CoP-26 mandated the creation of a new Strategic Plan for the IAI, to be developed by the Executive Directorate in collaboration with the Scientific Advisory Committee (SAC), the Science and Policy Advisory Committee (SPAC), and interested Parties. A draft outline was to be provided three months after the meeting, with a first draft due five months later, for final consideration at CoP-27.
• The IAI is transitioning to a more centralized operational structure. The CoP-26 invited the withdrawal of the Tripartite Headquarters proposal and instructed the merger of the Science-Policy Liaison and Scientific Development directorates into the Integrated Operations and Finance Directorate in Montevideo, Uruguay, to be "más rentable".
• To improve science-policy integration, the IAI created a new science-policy position within the Executive Directorate, funded by the United States. Additionally, the CoP-26 decided that the SAC and SPAC should hold their meetings jointly, whether in person or virtually.
• The IAI is expanding its network of associates. The CoP-26 encouraged invitations for association to three entities: Rede Clima (a Brazilian network of scientists), the American Association for the Advancement of Science (AAAS), and Terra Future (an international NGO).
• The IAI adopted a long-term financing strategy aimed at diversifying funding sources, specifically targeting non-traditional donors such as the private sector and the potential creation of a capital reserve fund of approximately "USD 100.000.000" to ensure long-term sustainability.
• The IAI adopted a "Política y principios de datos abiertos" (Open Data Policy and Principles) to provide open access to data and information generated by IAI-funded research, while noting the need for precautions regarding sensitive data and the informed consent of indigenous peoples.
• The IAI is strengthening its global and regional cooperation, having obtained observer status in the United Nations Economic and Social Council and the Intergovernmental Panel on Climate Change (IPCC). It also decided to initiate a Memorandum of Cooperation with the Organization of American States (OAS).
• In Guatemala, the investment in science, technology, and innovation (STI) is reported as the lowest in the region, representing only "0,029% del PIB de Guatemala", with an annual budget of approximately "US$3 millones".
