Summary
This report analyzes the role of protected areas (APs) in reducing fire occurrence in the MAP region (the tri-border area of Brazil, Peru, and Bolivia) between 2000 and 2020. It finds that while protected areas are significantly more effective at limiting fire and deforestation than non-protected areas, they remain vulnerable to extreme climate events and increasing human pressure from surrounding agro-pastoral activities.

- Protected areas in the MAP region are fundamentally effective in reducing fire occurrence, with significantly lower annual burned areas inside APs compared to outside. Between 2000 and 2020, the average annual burned area inside APs was 94 km², whereas the average outside APs was 955 km².
- The MAP region, comprising Madre de Dios (Peru), Acre (Brazil), and Pando (Bolivia), covers 312,667 km². As of 2020, 43.4% of this area consists of 127 protected areas, categorized as Indigenous Territories (74%), Indirect Use areas (7%), and Direct Use areas (19%).
- Extreme droughts significantly increase fire risk both inside and outside protected areas. In 2005, a severe drought caused the highest recorded burned area in the study region (688 km²), with the area affected inside APs being approximately 8 times larger than in the previous year.
- Deforestation and agro-pastoral activities are more intense outside protected areas, but are increasingly encroaching upon them. Between 2000 and 2020, the area of forest was larger inside all categories of protected areas than outside, but the area deforested outside APs was greater than inside.
- Human-induced degradation, including illegal logging and deforestation, affected over 27,000 km² of protected areas in the Brazilian Amazon between 2007 and 2013.
