Minutes from the 21st Meeting of the Inter-American Institute for Global Change Research (IAI) Scientific Advisory Committee (SAC), held in Santiago, Chile, from November 9-11, 2004. The meeting focused on evaluating research pre-proposals, establishing partnerships with NCAR and CPTEC, and preparing for an external institutional review by the AAAS.

• The SAC evaluated 93 eligible pre-proposals for the second round of the IAI Collaborative Research Network (CRN II) program, which involved 93 Principal Investigators (PIs) and 829 Co-PIs and requested a total budget of US$ 80,141,275. Following a review based on criteria such as scientific excellence, policy relevance, and capacity building, the SAC selected 35 pre-proposals to be invited for full proposal submissions.
• The SAC positively received a proposal for joint activities with the National Center for Atmospheric Research (NCAR) and University Corporation for Atmospheric Research (UCAR), supported by a National Science Foundation (NSF) grant. Suggested areas of cooperation include weather modeling, land-surface-atmosphere interactions, regional climate modeling, water cycle science, and environmental education.
• The American Association for the Advancement of Science (AAAS) is conducting an external review of the IAI focused on institutional and programmatic development and impacts. The review process includes data gathering by an AAAS Synthesis Team and assessment by an International Assessment Committee, with a preliminary report due in February 2005 and a final report in June 2005.
• The SAC recommended the approval of a proposal for the Center for Weather Forecasting and Climate Studies (CPTEC) to become an affiliated institution of the IAI. The proposal outlines a 2-year internship program on Climate Variability in the Americas, where IAI would select 3-6 proposals for 6-month internships, with CPTEC providing mentorship and facilities.
• The SAC decided to utilize the SCOPE mechanism for the synthesis of the CRN I program, with the decision to be presented to the SCOPE General Assembly in India in February 2005. Additionally, the SAC suggested that final technical reports for IAI projects include a 'summary for non-scientific audiences' to highlight policy-relevant outcomes.
