This report from the Executive Directorate of the Inter-American Institute for Global Change Research (IAI) details activities and progress between December 2002 and May 2003. • The IAI has actively pursued international visibility and collaboration, including meetings with the World Meteorological Organization (WMO), the International Geosphere-Biosphere Programme (IGBP), and various European institutions in Switzerland and Germany, such as the IPCC Secretariat and the UNFCCC Secretariat.
• The IAI signed a Memorandum of Understanding (MoU) on April 14 with the Regional Centre for Space Science and Technology Education in Latin America and the Caribbean (CREATEALC) to jointly organize scientific meetings and seek funding for a shared building at the National Institute of Space Research (INPE).
• The institute has secured complementary funding for capacity-building courses in the Dominican Republic and Brazil from several organizations, including approximately US$ 20,000 from the Organization of American States (OAS)/Inter-American Cooperation and Development Agency (IACD) and approximately US$ 50,000 from the United Nations Development Programme (UNDP).
• The IAI is planning three specific capacity-building activities for late 2003: a course on land cover and use in the Amazon region (October 13-14 in Brazil), a course on climate change vulnerability in Central America and the Caribbean (October 26 - November 8 in the Dominican Republic), and a course on global warming causes and mitigation (November 10-22 in Brazil).
• Project CRN-038 faced a significant administrative crisis involving delays in financial reporting and allegations of a lack of professional ethics by the Principal Investigator (PI) and a Co-PI. Despite an external audit identifying 17 findings and a subsequent decision to revoke suspensions and grant a six-month probationary period, the PI and several Co-PIs resigned.
• The Brazilian Ministry of Science and Technology proposed a two-year partial assignment for Dr. Thelma Krug to assist the IAI with scientific activities funded by Brazil, specifically focusing on synthesizing results from the ISP-III and serving as a liaison with the IPCC.
