This document is the approved report of the 12th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on December 4-5, 2000, in San José, Costa Rica. The report details institutional updates, financial challenges, the status of scientific programs, and strategic actions to strengthen member state engagement and funding.

• The IAI faced significant financial instability, reporting a 10-15% deficit in incoming contributions for the 1999-2000 budget. The Executive Council urged all member countries to remain current with their voluntary contributions to the basic budget to avoid a more alarming deficit.
• The IAI's scientific programs showed mixed progress: all projects from the first and second rounds of the Initial Scientific Program (ISP) were completed, and four of sixteen from the third round had concluded. The Cooperative Research Networks (CRN) program successfully leveraged additional funding of US$ 2,219,000 from Principal Investigators (PIs), supplementing initial support from NOAA/OGP, the NSF, and the Argentine Agency for Science and Technology.
• The United States, via the NSF, offered to consider a proposal to fund a new research program of up to US$ 300,000. However, the US delegation emphasized that further support would be analyzed critically unless other governments also increased their financial contributions to the Institute.
• The IAI identified a need to revitalize institutional connections with member states. The Executive Council decided that the IAI must conduct an inventory of the current situation in each country and develop a plan to approach authorities to strengthen these relationships.
• The IAI expanded its network of partners by officially inviting CATHALAC and CIESIN to become associates. These organizations were asked to recommend four candidates for the tenth position on the Scientific Advisory Committee (SAC).
• The IAI is working to improve its data infrastructure through the IAI Data and Information System (DIS). While the Uruguayan node is operational, the Costa Rican node faced installation difficulties due to hardware issues. A pre-proposal was sent to the World Bank's INFODEV program to secure support for the system.
