• An informal resolution process exists for post-award disputes, including termination orders, suspensions exceeding 60 days, cost disallowances, and final settlement amounts. Grantees must submit a certified letter to the Executive Council Chair within 30 days of the decision. Reviews are conducted by individuals not involved in the original decision, with final unappealable decisions issued within either 30 or 90 days depending on the report timeline.
• Scientific misconduct is defined as fabrication, falsification, plagiarism, serious deviation from accepted practices, or retaliation against whistleblowers. The IAI requires an inquiry and, if substance is found, a formal investigation. While grantees bear primary responsibility for detection and initial investigation, the full Executive Council must decide on grant termination, suspension, or prohibition from future funding due to misconduct.
