This briefing documents the proceedings of the Financial and Administrative Working Group (FAWG) meeting held on May 21-22, 2001, at the Inter-American Institute for Global Change Research (IAI) premises. The group reviewed the core budget for FY 2000/01, approved the June 30, 2000 financial statements and external audit, and addressed administrative challenges including accounting software failures and the blocking of funds intended for Cuba by U.S. authorities.

• The IAI core budget for FY 2000/2001 showed expected savings of US$ 78,611 compared to the approved budget. These savings were primarily attributed to the 'Personnel' category (Salaries and Benefits) because the Financial Officer was not hired until January 2001 and the Senior Officer who left in October 2000 was not replaced, with a part-time Brazilian Interim SO hired instead who did not receive an overseas allowance.
• The FAWG approved the Financial Statement and Audit Report as of June 30, 2000, issued by Arthur Andersen. The auditors stated that the financial statements fairly presented the IAI's financial position, changes in net assets, and cash flows in accordance with U.S. Generally Accepted Accounting Principles (U.S. GAAP).
• The IAI experienced a failure of its Kenrick accounting software in October 2000 and lacked technical support from the provider. While a local DOS-based software was purchased to complete registrations for June 30, 2000 and June 30, 2001, it was deemed too rigid and lacking in reporting capabilities, leading the institute to study new software options.
• A transfer of USD$ 24,600 intended for the Ministerio de Educacién Superior de Cuba for Project PESCA-006 was blocked by the U.S. Department of Treasury's Office of Foreign Assets Control. This occurred because Banco do Brasil used a U.S. correspondent bank, and U.S. regulations prohibit financial institutions from dealing in property involving Cuba or its nationals. The FAWG concluded that Banco do Brasil was responsible and that IAI should seek reimbursement.
• The FAWG recommended that Brazil, Cuba, Uruguay, and the USA continue as members for the period of July 2001 to June 2003, with the Financial Officer serving as Executive Secretary.
