PRESUPUESTO 2002/2003

This quarterly financial report for the Inter-American Institute for Global Change Research (IAI), dated September 30, 2002, details operating expenses, cash flow, and the funding status of research programs including the Collaborative Research Network (CRN), Initial Science Program III, and the PESCA program.

• For the period from July 1 to September 30, 2002, actual operating expenses were $149,000, which was $61,928 below the budgeted amount of $210,928. The underspend was attributed to lower costs for an Interim Director compared to a permanent Director, and operational savings, specifically in audit fees which were only one-third of the budgeted amount.
• The Collaborative Research Network (CRN) faces a funding gap of $464,775 between approved contracts and available funds following the suspension of a financing agreement with the Argentine Government. To compensate for funds not provided by Argentina, the IAI decided to reduce all project budgets by 9% for year 3 of the program. If additional funds are not found and budgets for years 4 and 5 are not reduced, a deficit of $240,000 is estimated.
• The Initial Science Program III (ISP III) has $136,447 in uncommitted funds from the USA, which are designated for a scientific review of the program and the publication of a book. Additionally, $45,636 from the Core Budget (non-NSF) was used to finance two components and one project in Cuba.
• The PESCA program has $89,068 in uncommitted funds from the USA, which the EC/CoP decided to use for a new call for research proposals. The program also used $79,423 from the non-NSF Core Budget to finance three components and one project in Cuba.
• Regarding operating contributions, Chile paid $15,000 to cover three years of arrears, and Ecuador paid $10,000 to cover two years of arrears. The IAI is authorized to request up to $550,000 from the NSF for the current fiscal year for the US contribution.
