This document is a report on the Seventh Meeting of the Conference of the Parties (CoP-VII) of the Inter-American Institute for Global Change Research (IAI), held from July 27 to 28, 2000, in Mérida, Mexico. The report details the meeting's agenda, the election of governing bodies, financial approvals, and the adoption of a new vision and strategy for the institute's future development.

• The IAI faces significant financial risks due to delays in voluntary contributions from member countries. If current trends persist, annual contributions are expected to be 10-15% lower than anticipated, which would lead to severe operational limitations in the coming years.
• The CoP approved a preliminary 'Vision and Strategy for the IAI for the coming years,' which outlines five paths for sustainable programmatic development: consolidating research networks, engaging new scientists and institutions on new scientific agenda topics, maintaining capacity-building efforts, supporting regional synthesis studies and evaluations, and increasing the visibility of IAI activities.
• The IAI identified several institutional strengths, including its status as an intergovernmental treaty, an evolving scientific agenda, and a peer-review mechanism accepted by the scientific community. Conversely, weaknesses include a need for greater visibility of achievements, the need to expand funding sources, and the precarious state of the basic budget.
• The CoP established a Review Committee to conduct an External Evaluation of the IAI in 2002, with the committee's composition to be determined at the CoP-VIII meeting in 2001.
• The meeting resulted in the election of new members for the Executive Council (EC) and the Scientific Advisory Committee (SAC). The EC members elected for the period starting September 1, 2000, include Argentina, Brazil, Canada, Costa Rica, Cuba, United States, Mexico, Panama, and Uruguay. Dr. Walter Fernandez Rojas and Dr. Omar Raúl Masera Cerutti were elected to the SAC.
• The CoP approved the nomination of CATHALAC (Centro del Agua del Trópico Húmedo para América Latina y el Caribe) and CIESIN (Center for International Earth Science Information Network) as Associate Institutions of the IAI.
• The CoP adopted a formal document on 'Conflicts of Interest and Ethical Conduct Standards of the IAI' and requested that the Executive Director publish the IAI Agreement and all approved resolutions on the institute's website.
