Minutes of the Eleventh Meeting of the IAI Conference of the Parties (CoP)

A Director Recruitment Committee was formed, consisting of delegates from Argentina, Mexico, and the USA, along with the EC Chair and a SAC member.
• The IAI's science activities included the Small Grant Program (SGP) and the Collaborative Research Network (CRN). SGP I supported 16 one-year projects with a total grant of US$ 380,000. SGP II approved 22 proposals for funding totaling US$ 628,000 from 88 received proposals. The IAI also planned CRN II, which would feature 4- to 5-year projects with a maximum of US$ 200,000 per year and a requirement for at least 4 IAI member countries to participate.
• Member countries identified research priorities for the IAI Science Agenda, with the highest priority being Theme I, specifically focusing on "scenarios, impacts, vulnerability and adaptation." Theme IV (health, environmental issues, and human settlement vulnerability), Theme II (biodiversity), and Theme III (coastal processes) were also noted.
• The CoP elected five scientists to the Scientific Advisory Committee (SAC): Walter Fernández Rojas, Luiz Fernando L. Legey, Rana A. Fine, Vicente R. Barros, and René Pablo Capote López. Additionally, the Executive Council (EC) for the period of July 2004 to June 2006 was elected, comprising Argentina, Brazil, Canada, Costa Rica, Cuba, Jamaica, Mexico, USA, and Venezuela.
• The CoP addressed a dispute regarding the recovery of funds for the CRN 038 project, recommending that the IAI Directorate make a final effort to recover these funds before pursuing legal action against CATHALAC, with the Panamanian Ministry of Foreign Relations tasked with following up.
