Informe de la XIIa Reunión del CE del IAI

This report documents the proceedings of the 12th Executive Council (EC) meeting of the Inter-American Institute for Global Change Research (IAI), held from December 4-5, 2000, in San José, Costa Rica. The meeting focused on institutional governance, financial deficits, the progress of scientific programs such as the Initial Scientific Program (ISP) and Cooperative Research Networks (CRN), and the development of a data information system (IAI-DIS).

• The IAI is facing a critical financial situation characterized by a 10-15% deficit in voluntary contributions to the Basic Budget for the 1999-2000 period, with a lack of contributions from several member countries to both the basic and programmatic budgets.
• The IAI's scientific programs show mixed progress: all projects from the first and second rounds of the Initial Scientific Program (ISP) have finished, and four of sixteen projects from the third round are complete. Meanwhile, the Cooperative Research Networks (CRN) program has seen Principal Investigators secure an additional US$ 2,219,000 in funding.
• The United States, via the NSF, offered to consider a proposal to fund a new research program of up to US$ 300,000, though it emphasized that further US support depends on other governments increasing their financial commitment to the Institute.
• The IAI is working to strengthen its institutional ties with member countries through an inventory of current situations and a plan to approach national authorities, as the Director noted it is difficult to operate without strong institutional commitment.
• The IAI-DIS (Data and Information System) is being developed with a functioning node in Uruguay, though the installation of a node in Costa Rica has faced hardware difficulties. A pre-proposal has been sent to the World Bank's INFODEV program to improve the system.
• The Executive Council approved the initial Terms of Reference (TOR) for an External Evaluation of the IAI, developed by a working group including representatives from Canada, Costa Rica, Uruguay, and Mexico.
