Decimosexta Reunión del Consejo Ejecutivo del IAI (CE)

Minutes from the 16th Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on December 2-3, 2002, in Panama City, Panama. The meeting focused on the appointment of a new Executive Director, financial audits, the restructuring of ad hoc working groups, and strategies to increase member country commitment.

• Dr. Gustavo Necco was formally presented as the new Executive Director of the IAI, having been elected on June 28, 2002. His three-year contract began on November 1, 2002.
• The IAI's financial report for the period ending June 30, 2002, showed total income of 1,628,154 and total expenses of 1,042,171. Member country contributions increased to 1,368,549 from 502,732 in 2001.
• The IAI faced a deficit of nearly US$ 465,000 in the CRN program budget after the suspension of an agreement with Argentina. To mitigate this, budgets for all projects in year 3 of the program were reduced by 9%.
• The Executive Council approved the dissolution of several ad hoc working groups that primarily advised the Executive Directorate, including those focused on Communications, Data Policy and Information Systems (DIS), Fundraising, Capacity Building and Education, and Increasing Country Commitment (ICC).
• The IAI is planning a new building to be shared with the UN Regional Centre for Space Science and Technology Education for Latin America and the Caribbean. The National Institute for Space Research (INPE) proposed investing BR$ 1.5 million in the construction, with land donated by the Brazilian Air Force (CTA).
• The Executive Council approved a final report from the Working Group to Increase Country Commitment (ICC), which recommended using diplomatic channels via embassies in Brazil and Ministries of Foreign Affairs to recover overdue contributions.
• The IAI identified six main strategies to overcome current weaknesses: consolidating Core Research Networks (CRNs), redefining the scientific agenda to prioritize sustainable development, supporting scientifically weak members through capacity building, synthesizing knowledge for decision-makers, improving research dissemination, and raising the IAI's regional profile.
• The IAI reported participation in the World Summit on Sustainable Development in Johannesburg, noting the need to align the IAI's agenda with the global goals emerging from the summit, particularly regarding the 'New Social Contract' for science to solve real-world problems.
