This document is the report and action list of the Thirteenth Meeting of the Executive Council (EC) of the Inter-American Institute for Global Change Research (IAI), held on July 17-18, 2001, in Panama City, Panama. The meeting focused on institutional governance, the status of scientific programs, financial challenges regarding core budget contributions, and the preparation for an external evaluation of the Institute.

• The IAI is facing financial instability due to a continuous decrease in voluntary contributions to its Core Budget, which is approximately US$ 900,000 compared to a Programmatic Budget of approximately US$ 2,000,000. The IAI Directorate noted that delays in payments jeopardize the Institute's ability to reach its objectives.
• The IAI approved the Terms of Reference (TOR) for an External Evaluation of the Institute, which was scheduled to commence in August 2001 with a deadline for the final report and recommendations within one year.
• The Collaborative Research Network (CRN) program is experiencing administrative and bureaucratic difficulties, specifically regarding the distribution of funds to Co-PI Institutions in different countries and a lack of standardized annual reporting from Principal Investigators (PIs).
• The Initial Science Program (ISP) is nearing completion in 2001, having invested US$ 3,838,388. The IAI plans to prepare a synthesis work of the program and hold a 'Montevideo + 10' conference in 2002 to summarize and revise its accomplishments.
• The IAI Directorate reported significant difficulties in maintaining permanent communication with member countries, despite successes in programmatic and capacity-building development.
• The IAI is implementing a new communications strategy and marketing diagnosis to evaluate its recognition, prestige, and effectiveness in promoting collaboration and informing decision-makers throughout the Americas and globally.
