This document is a summary of the first meeting of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held from December 12 to 14, 1994, in Mexico. • The CoP approved a financial framework including a scale of suggested voluntary contributions for core support and a budget presented in an addendum, with the understanding that countries have no financial obligation prior to ratification.
• The United States agreed to provide bridging funds to support the IAI during the transition period until a Director is named and the Executive Council is fully operational.
• The meeting approved the IAI's Rules of Procedure, though some articles required modification. Specifically, it was agreed that meetings would be public unless decided otherwise, and all documents would be drafted in the four official languages of the IAI.
