A proposal for alternative Core Budget contributions

This briefing from the Inter-American Institute for Global Change Research (IAI) proposes alternative methods for calculating member country contributions to its Core Budget, comparing the current Organization of the American States (OAS) scale against United Nations (UN) and International Council for Science (ICSU) scales.

• The IAI Financial and Administrative Committee (FAC) recommends disregarding the ICSU scale for Core Budget contributions because it is not directly linked to a country's payment capacity and many IAI member countries do not contribute to the ICSU.
• The current OAS quota scale is considered distorted and fails to reflect member states' ability to pay because quotas have been frozen and have not been determined by objective criteria since 1981.
• A comparison of scales shows that adopting the UN scale instead of the OAS scale would reduce contributions for Argentina, Brazil, Canada, Colombia, Cuba, and Venezuela, while increasing the contribution for the United States.
• The IAI analyzed several hybrid formulas to transition from the OAS scale toward the UN scale, including a simple average and weighted mixes (2 OAS - 1 UN and 1 OAS - 2 UN).
