This report from the Standing Committee on Rules and Procedures of the Inter-American Institute for Global Change Research (IAI) proposes amendments to the rules governing the nomination and election of the Scientific Advisory Committee (SAC) and general voting procedures for the Conference of the Parties (CoP) and the Executive Committee (CE).

• The Scientific Advisory Committee (SAC) is composed of ten members: six elected from candidates presented by the Parties, three from candidates presented by the SAC itself, and one from candidates presented by the Institute's Associates.
• To prevent the SAC from being dominated by any single member or sub-region, the current regulations allow each Party to nominate up to two candidates, while requiring that no party fails to nominate candidates, and urging the Conference to maintain an equitable geographical distribution.
• The Committee proposes amending Article 64 to limit the number of SAC nominations to avoid endless elections. The proposal suggests that for multiple vacancies, the SAC should present a list equal to double the number of vacancies to ensure disciplinary variety, and for a single vacancy, a list of three candidates.
• The report identifies a flaw in Articles 49 and 50, where the elimination of the candidate with the fewest votes can lead to an excessive number of rounds. The Committee proposes revising these articles to allow for an eliminatory election including the top losing candidates, provided the number of candidates does not exceed the total vacancies plus one.
• To further streamline elections, the Committee suggests a new Rule 50A. One option allows the Conference to accept leading candidates who have not reached a majority after an eliminatory election; an alternative option grants the Board of Directors the authority to make the final selection, consulting the SAC President for SAC vacancies.
