The Standing Committee on Rules and Procedures recommends updating the IAI's regulatory framework to make the election of the Scientific Advisory Committee (SAC) and general voting processes more efficient and democratic. Key proposals include limiting the number of candidates nominated by the SAC to avoid excessive voting rounds and revising Articles 49 and 50 to streamline the elimination process when a majority is not reached. The committee also suggests a new rule (Article 50A) to allow the appointment of candidates with the highest number of votes even without a majority, or alternatively, granting the Board of Directors final decision-making authority.

• The Scientific Advisory Committee (SAC) consists of ten members: six elected from candidates presented by the Parties, three from candidates presented by the SAC itself, and one from candidates presented by Institute Associates.
• The current Rule 64 allows the SAC to nominate up to four times the number of vacancies, which, combined with existing voting rules, can lead to an excessive number of elections where only one candidate is eliminated at a time.
• To improve efficiency, the committee proposes amending Article 64 so that the SAC presents a list equal to double the number of vacancies for multiple openings, or three candidates for a single vacancy, while ensuring representation of various disciplines relevant to global change research.
• The committee suggests revising Articles 49 and 50 to prevent 'endless' eliminatory elections by limiting the number of candidates in a runoff to the total number of vacancies plus one.
• A proposed new rule, Article 50A, would allow vacancies to be filled by candidates receiving the highest number of votes if a required majority is not reached after an eliminatory election, or alternatively, allow the Board of Directors to make the final selection.
