Functions of the EC Bureau

A briefing from the Standing Committee on Rules and Procedures of the Inter-American Institute for Global Change Research (IAI) concludes that no changes to the Executive Council's (EC) Rules of Procedure are required to implement the assigned functions of the EC Bureau.

• The Standing Committee on Rules and Procedures determined that the assignment of specific functions to the EC Bureau does not necessitate any modifications to the EC's Rules of Procedure.
• The EC Bureau is assigned five primary functions: providing considerations to the EC on scientific/technological policy, financial policy, and institutional functioning; annually approving and evaluating the IAI Director's Performance Plan; reviewing and approving the EC Chair's reports; informing the EC on the work of its working groups and committees; and monitoring Directorate operations including staff appointments and salaries to provide recommendations to the Director.
• The work of the EC Bureau is organized around three 'central axes': scientific and technological policy (the principal axis for achieving the IAI mission), financial policy (which guarantees the IAI's existence), and institutional development (covering the Director's management, capacity for action, and the visibility of the IAI).
• The EC Bureau consists of a Chair, two Vice-Chairs elected for two-year terms, the IAI Director serving as Secretary of the Council, and the past Chair serving as a non-voting member for two years after their term.
