Joint Position Paper by the Committee on Rules and Procedures and the Financial and Administrative Working Group Using IAI Funds to Pay for Delegate Travel to EC and CoP Meetings

A joint position paper by the Committee on Rules and Procedures and the Financial and Administrative Working Group of the Inter-American Institute for Global Change Research (IAI) regarding the use of Core Budget funds to pay for delegate travel to Executive Council (EC) and Conference of the Parties (CoP) meetings.

• The IAI currently allows Core Budget funds to cover airfare and per diem for Committee, Task Force, and Working Group members for meetings not held alongside EC or CoP meetings, as well as one night of lodgings for those attending meetings immediately before or after an EC or CoP meeting.
• The joint recommendation of the Financial and Administrative Working Group and the Committee on Rules and Procedures is that travel expenses for country Representatives attending EC and CoP meetings should remain the responsibility of the member countries.
• To address quorum requirements, the groups recommend that the CoP consider redefining 'quorum' at its February 2002 meeting to mean the majority of Parties that have paid their Core Budget contributions, either in full or in part, during the previous fiscal year.
• The paper identifies several risks and observations regarding the provision of travel funds, including the potential for increased demand once funds are known, the strain on the budget by countries that do not contribute to it, and potential conflicts of interest if Representatives become dependent on the Directorate for travel support.
