Minutes from the First Meeting of the Conference of the Parties (CoP) of the Inter-American Institute for Global Change Research (IAI), held from September 12 to 14, 1994, in Mexico. The approved members are Martin Dario Espaiia, Anténio Divino Moura, John Wrey Black Stewart, Jorge Alberto Fallas, Diana Liverman, and José Rubén Lara Lara.
• The CoP approved a voluntary contribution scale for the substantive support of the IAI, noting that countries have no financial obligation prior to ratification. The United States offered to provide bridge funding to support the IAI during its transition period.
• The meeting approved the Rules of Procedure for the IAI and the Executive Council, including a requirement that all official documents be prepared in the four official languages of the IAI.
• Chile, Colombia, and Cuba expressed their intention to submit their ratifications to the IAI before the end of 1994.
