Integrating Local Users and Multi-tiered Institutions into the IWRM Process

This research paper examines the role of stakeholder participation and multi-tiered institutional arrangements in Integrated Water Resources Management (IWRM), arguing that a failure to integrate local users into decision-making processes leads to water insecurity and threatens vulnerable populations.

• Water insecurity is created or worsened when multi-tiered institutional arrangements are poorly articulated and fail to foster genuine participatory interaction among stakeholders, specifically when institutions ignore signals from users and fail to implement resource management or mitigation actions.
• Water and livelihood security can be enhanced through coordination between local resource users and institutions across multiple levels, utilizing adaptive actions that target causes of insecurity as defined by the users themselves.
• Institutions operating at the intersection of state actors, non-state actors, and local users are most likely to achieve IWRM solutions if they explicitly account for and leverage the tiered nature of their linkages for adaptive advantage.
