Drought adaptation and development: small-scale irrigated agriculture in northeast Brazil

This research paper analyzes how non-climate-specific societal developments in northeast Brazil—including poverty alleviation programs, income diversification in clothing production, and the adoption of efficient irrigation technology—have inadvertently facilitated climate adaptation and reduced drought vulnerability for farmers in Pernambuco during the 2011–2013 drought.

• Economic, political, and social developments not specifically designed for climate adaptation have inadvertently reduced drought vulnerability in northeast Brazil. This includes income diversification through clothing production employment, which offers a stable backup income during environmental uncertainty, and poverty alleviation programs under the administrations of Lula da Silva and Dilma Rousseff.
• The adoption of efficient irrigation technology, driven by the desire to reduce labor requirements and erosion, has resulted in water savings and a decrease in vulnerability to drought.
