South America: River Basin Management in the Arid Americas

This research paper examines water management challenges in arid and semiarid regions of the Americas, arguing that traditional integrated river basin management must be supplemented with approaches focusing on social, ecological, and hydroclimatic interactions to enhance resilience.

• Since the second half of the twentieth century, water managers have faced three interrelated drivers that create and exacerbate socioeconomic vulnerabilities: population growth, economic development, and global climate change.
• While integrated water resources management and integrated river basin management have been proposed or implemented, the authors argue for complementary approaches that prioritize social, ecological, and hydroclimatic interactions, the dual nature of water as both a risk and a resource, and adaptive management to improve river basin resilience.
