Terms of Reference Conceptual Design for the provision of Non-Motorised Transport (NMT) facilities along the Kuilsrivier River Corridor

This document outlines the Terms of Reference for a Conceptual Design to provide Non-Motorised Transport (NMT) facilities along the Kuilsrivier River Corridor for the City of Cape Town. The project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under the Cape Town – Munich climate partnership, aims to transform the river corridor into a continuous NMT route for commuting and recreation.

• The City of Cape Town is seeking a Conceptual Design for Non-Motorised Transport (NMT) facilities along the Kuilsrivier River Corridor, a project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) as part of the Climate Facility programme and aligned with the Cape Town – Munich climate partnership.
• The Kuilsrivier River Corridor is identified as a major opportunity for NMT due to existing pedestrian and cycle movement, open space adjacent to the river, and proximity to employment and recreational areas. The river originates in the Durbanville area, runs parallel to the R300 Freeway, and joins the Eerste River south of the N2 Freeway before entering False Bay.
• Current conditions of the corridor include informal footpaths indicating strong desire lines and localized tree planting, but NMT facilities are not continuous. Major obstacles to NMT movement include east-west road connections, specifically the R300 interchange area and Van Riebeeck Road.
• The required Concept Design must cover the area from De Villiers Rd in Durbanville to Stellenbosch Arterial in Blue Downs. The scope includes identifying land-use attractors (such as the Kuilsrivier CBD and Station), assessing existing lighting and landscaping, and proposing route sections, path widths, and materials.
• The project has a budget of R250,000 and requires key personnel including a Project Leader (Transport Engineer/Planner) with 8 years of experience in NMT network planning, a Secondary Specialist with 5 years of experience, and a GIS/CAD operator.
