My Report Title

This document is a Terms of Reference (TOR) issued by the GreenCape Sector Development Agency for the provision of energy services to the Freedom Farm and Malawi Camp communities in Cape Town. The project, managed by the Alternative Service Delivery Unit (ASDU) and partnered with Airports Company South Africa (ACSA), aims to provide sustainable electrification to approximately 950 homes, promote community empowerment, and create local jobs between April 2020 and December 2022.

• The project targets two specific communities in Cape Town: Freedom Farm, which has nearly 2,000 residents, and Malawi Camp, which has over 1,000 residents. Both settlements lack formal electricity and have limited communal water points. Both communities are prioritised for relocation to a formal housing development on Symphony Way, led by the City of Cape Town, with relocation expected around 2023.
• The project's primary objectives are to provide energy to the two communities, promote community mobilisation and empowerment, and create local skills and jobs. The specific deliverables include sustainable electrification for approximately 950 homes, the establishment of an operations and maintenance business, monitoring and evaluation, and a community exit plan for the infrastructure post-relocation.
• GreenCape is seeking three types of partners: social mobilisation partners to build community participation; context-appropriate technical partners to provide interventions such as Home Solar Systems, microgrids, or biogas; and business model partners to provide innovative frameworks like pay-as-you-go or leasing systems.
• The project budget is capped at R4,000 to R4,500 per energised household, covering both capital expenditure (CAPEX) and operating expenditure (OPEX). GreenCape recommends that tenderers raise co-investment and implement a built-in cost for households to ensure the intervention becomes a standalone, financially sustainable entity after 36 months.
• The tender evaluation process is based on a 100-point scoring system: 50 points for technical evaluation, 30 points for financial evaluation, and 20 points for B-BBEE evaluation. The committee may award up to 10 additional points based on other material factors during final adjudication.
• The project timeline specifies that installation was expected to begin in April or May 2020, with maintenance and support continuing until at least 31 December 2022.
