REQUEST FOR QUOTATION (RFQ) Alternative Service Delivery Unit Mpumalanga – Enumeration and mobilisation service provider

This Request for Quotation (RFQ) issued by GreenCape seeks a service provider to conduct community engagement, enumeration, and mobilisation in Nomzamo Agri Village, Ermelo, Mpumalanga. The project intends to pilot a service delivery model providing basic energy services to 300 homes while helping the local municipality create a framework for this approach.
• The scope of work focuses on Nomzamo Agri Village in Ermelo, a community of approximately 1,100 households currently located on private land with no formal services. The service provider must build a social foundation for the Alternative Service Delivery Unit (ASDU) through three phases: community engagement, enumeration and service mapping, and community mobilisation.
• Phase 1 (Community Engagement) runs from 1 July 2023 to 30 August 2024 and involves establishing trust, assessing project appetite, and training local residents for data capturing. Key outputs include an enumeration plan and timeline by 31 July 2023 and a local risk assessment by 31 August 2023.
• Phase 2 (Enumeration and Service Mapping) is scheduled from 1 July 2023 to 30 September 2023. It requires a 100% household census in Nomzamo Agri Village to capture demographic and socio-economic data, including tenure, migration, current services (water, sanitation, waste, energy), and income. Outputs include an Excel database and a survey data report with a physical map.
• Phase 3 (Community Mobilisation) runs from September 2023 to October 2024, focusing on participatory co-design to identify community priorities and resources. The provider is expected to implement at least four interventions (one per quarter), such as savings groups or community support groups, to address social challenges identified during enumeration.
