TERMS OF REFERENCE Mid-term Evaluation Audit

This document presents the Terms of Reference (ToR) for a mid-term evaluation audit of the 'Active climate change citizenship for a just transition in South Africa' intervention. The audit is commissioned by the GreenCape Sector Development Agency to assess progress, identify drivers or hindrances of success, and provide recommendations for the remainder of the project's duration.

• The intervention, titled 'Active climate change citizenship for a just transition in South Africa', has a budget of Euro 599,643 and a mid-term evaluation period covering 1 March 2021 to 28 February 2023 within a larger 4-year project.
• The project focuses on the renewable energy sector in South Africa, which is described as nascent, with just over 6GW installed and a national target of 17.8GW by 2030.
• The intervention targets five specific groups: 10 local CSOs/CBOs, 20 high school teachers, at least 500 students aged 14 to 20 in renewable energy development zones, at least 6 regional and local authorities, and at least 25 journalists, bloggers, and social media activists.
• The evaluation will be conducted across three phases—Inception, Field, and Synthesis—and will use five standard OECD/DAC criteria (relevance, effectiveness, efficiency, sustainability, and early signs of impact) plus two EU-specific criteria regarding EU added value and coherence with the EU strategy in South Africa.
• The evaluation team must possess a minimum of 20 years of experience in evaluation and specific expertise in the South African renewable energy sector, climate mitigation, just transition, CBO/CSO sector, and municipal structures.
• The maximum budget for the execution of the evaluation contract is 8,000 euros, with payments divided into three tranches: 25% upon acceptance of the Inception note, 25% upon acceptance of the field phase slide presentation, and 50% upon acceptance of the Final Report.
