REQUEST FOR QUOTATION (RFQ) Active climate change citizenship for a just transition in South Africa

This document is a Request for Quotation (RFQ) issued by GreenCape for a service provider to conduct project close-out evaluations for an intervention titled "Active climate change citizenship for a just transition in South Africa." The project, co-financed by the European Union, aims to empower citizens, women, and youth to participate in democratic processes regarding climate mitigation and adaptation, specifically within the renewable energy sector.

• The intervention "Active climate change citizenship for a just transition in South Africa" is funded by the European Union with a budget of Euro 599,643 and runs from 1 March 2023 to 28 February 2025.
• The project targets five specific stakeholder groups: 10 local CSOs/CBOs (with at least 60% female staff), 20 high school teachers (at least 50% female), at least 500 students aged 14 to 20 in renewable energy development zones (at least 50% female), at least 6 regional and local authorities, and at least 25 journalists, bloggers, and social media activists.
• The intervention is implemented in the Eastern Cape, Western Cape, and Northern Cape provinces of South Africa, focusing on the renewable energy sector, which has over 6GW installed and a national target of 17.8GW by 2030.
• The required evaluation must use five standard OECD/DAC criteria (relevance, effectiveness, efficiency, sustainability, and early signs of impact) and two EU-specific criteria: EU added value and coherence with the EU strategy in South Africa.
• The evaluation assignment is divided into three phases: Inception (document analysis and methodology design), Field (gathering primary evidence), and Synthesis (final analysis and reporting).
• The maximum budget for the evaluation contract is 7,000 euros, and the assignment is scheduled to take place between October 2024 and February 2025.
• The evaluation team must meet specific expertise requirements, including a total of 20 years of experience in evaluation and specific experience in the South African renewable energy sector, climate mitigation, just transition, and CBO/CSO sectors.
