Request for Proposal: SIDAFF 01/2026

This Request for Proposal (RFP No. SIDAFF 01/2026), issued by the GreenCape Sector Development Agency on 24 June 2026, seeks a service provider to conduct a 7-day sampling, testing, and analysis campaign at the Vredenburg Wastewater Treatment Works (WWTW) in the Saldanha Bay Local Municipality. • The primary objective of the requested services is to perform a 7-day sampling, testing, and analysis campaign of raw wastewater influent and treated effluent to provide data for the design of upgrades to the Vredenburg Wastewater Treatment Works (WWTW) in Saldanha Bay Municipality (SBM).
• Sampling must be conducted at three specific locations within the site boundary: the existing inlet works (Raw Wastewater Influent), the Transnet line or sump (Industrial Effluent), and the existing secondary settling tank outlet launder (Treated Effluent).
• The sampling regime requires flow proportional composite samples for raw wastewater influent and treated effluent, taken at one-hour intervals over 24 hours to create one daily composite sample. Industrial effluent also requires one-hour samples for composite mixtures, though flow proportional sampling may not be possible for this stream.
• The analysis must cover a wide range of parameters, including Chemical Oxygen Demand (COD), various forms of Ammonia, Total Phosphate, Fats, Oils and Grease (FOG), Total Suspended Solids (TSS), and a comprehensive list of metals such as Arsenic (As), Cadmium (Cd), Chromium (Cr), and Lead (Pb).
• Bidders must meet strict compliance requirements, including providing a valid SANAS ISO/IEC 17025:2017 Accreditation Certificate for all listed parameters and proof of professional indemnity insurance of at least R5,000,000.00 for any single claim, public liability insurance of at least R10,000,000.00 per event, and Financial Liability insurance of at least R500,000.00.
• Tender evaluations are weighted based on functionality (50%), financial cost (30%), and B-BBEE status (20%). Functionality is specifically assessed on the bidder's track record (requiring at least 3 reference projects since 2021) and their proposed sampling methodology.
