Request for Proposal: SIDAFF 03/2025 Provision of Services for Project Preparation Activities in Saldanha Bay Municipality

This Request for Proposal (RFP), issued by the GreenCape Sector Development Agency on 29 August 2025, seeks a Professional Service Provider (PSP) to conduct project preparation activities for three infrastructure projects in the Saldanha Bay Municipality. • The scope of work comprises three specific infrastructure projects in the Saldanha Bay Municipality: Project A involves the upgrading and refurbishment of the Vredenburg Wastewater Treatment Works (WWTW) with an estimated cost of R41,000,000; Project B is the upgrade of the supply line to Langebaan with an estimated cost of R89,000,000; and Project C is the design of the Louwville reservoir and bulk supply main with an estimated cost of R35,000,000.
• The Vredenburg WWTW (Project A) currently operates at approximately 2,850 m3/d, which is 57% of its average daily wastewater flow (ADWF), and struggles to meet Department of Water and Sanitation (DWS) general limits due to process bottlenecks, insufficient settling capacity, and insufficient aeration.
• Project B aims to address capacity limits in Langebaan where the existing 400 mm diameter "WCF" pipeline is near capacity. The peak monthly demand for a fully occupied Langebaan is calculated at 13,700 kL/d, while the existing pipeline capacity is 13,800 kL/d.
• Project C involves designing a new 6 ML reinforced concrete reservoir adjacent to an existing 3 ML reservoir to increase storage and improve distribution in Louwville, where future demand is projected to reach 7,378 kL/day from a current average annual daily demand (AADD) of 3,250 kL/day.
• The procurement approach uses a phased payment structure based on ECSA stages. Stages 1, 2a, and 2b are costed as a fixed fee. Progression to Stages 3 (Detailed Design) and 4 (Documentation and Procurement) is contingent upon the completion and evaluation of the first stages and a feasibility decision by GreenCape.
• Tender evaluation is based on a weighted score: 50 points for technical evaluation (functionality), 30 points for financial evaluation, and 20 points for B-BBEE status. A minimum technical score of 80% (40 out of 50) is required to proceed to the financial evaluation.
• The technical evaluation specifically assesses key personnel, the tenderer's experience over the last 10 years, the technical approach, and the sustainability of the offer. A sustainability motivation is mandatory if the tenderer offers a discount of more than 10% of the prescribed ECSA rates.
