Request for Proposal ASDU 01/2024 Provision of Energy Services to Nomzamo Agricultural Village

This Request for Proposal (RFP), issued by the GreenCape Sector Development Agency on 21 November 2023, seeks partners to provide renewable energy services to the Nomzamo Agricultural Village in Mpumalanga. A single entity may apply for both roles.
• The project's primary deliverables include providing sustainable energy services to at least 300 households with a minimum 75% uptake rate, and establishing an independent operations and maintenance business capable of covering its own operational costs. Other requirements include a community sustainability plan and a monitoring and evaluation framework.
• A capital budget of R1,800,000 is allocated for the capital costs of the intervention or to subsidize monthly household costs. GreenCape recommends that tenderers raise co-investment and implement a built-in cost for households to ensure long-term financial sustainability after the project's support ends.
• The tender evaluation is based on a 100-point system weighted as 50% functionality (technical evaluation, site visit, and comparative adjudication), 30% financial evaluation (based on cost per household served), and 20% B-BBEE status. Tenders must achieve a technical score of at least 70 to proceed to the financial evaluation phase.
• The project timeline specifies that installation of energy technology should begin between March and April 2024. The Operations and Maintenance (O&M) period is expected to last for 36 months from practical completion, after which the intervention must run as a self-sustaining entity.
