Between January 1 and June 15, 2020, China experienced a surge in coal power development, with 17.0 GW of capacity approved and 40.8 GW planned. This trend is driven by local government efforts to stimulate GDP and economic growth following the COVID-19 pandemic, rather than actual energy demand. The report highlights that China already faces an estimated 400 GW of excess coal capacity, and this new expansion contradicts global trends and IPCC targets to limit warming to 1.5°C.

• China's coal power capacity under development reached 249.6 GW by June 15, 2020, representing a 21% increase from the 2019 year-end figure of 205.9 GW. This total exceeds the existing coal capacity of either the United States (246.2 GW) or India (229.0 GW).
• From January 1 to June 15, 2020, China approved 17.0 GW of coal power, which is more than the combined new capacity added in 2018 and 2019 (12.0 GW). Of these approvals, 7.9 GW are designated as support power for long-distance ultra-high voltage transmission lines from western regions to coastal demand centers, while the remainder is expected to worsen existing overcapacity.
• The resurgence in coal development is attributed to flawed incentives, including local governments attempting to boost GDP data and a lack of due diligence by state banks. This is occurring despite an estimated 400 GW of existing excess coal capacity and a decline in average utilization rates from 60% in 2011 to 49% in 2019.
