A June 2020 briefing by Global Energy Monitor and the Centre for Research on Energy and Clean Air (CREA) reports a resurgence in China's coal power sector, with accelerated approvals and planning of new plants despite existing overcapacity and global trends toward decarbonization.

• Between January 1 and June 15, 2020, China accelerated its coal power development, with total capacity under development reaching 249.6 GW (comprising 97.8 GW under construction and 151.8 GW planned), a 21% increase from the 205.9 GW recorded at the end of 2019. This capacity under development exceeds the existing coal fleets of either the United States (246.2 GW) or India (229.0 GW).
• China approved 17.0 GW of coal power from January 1 to June 15, 2020, which is more than the total new capacity added in 2018 and 2019 combined (12.0 GW). Approximately 7.9 GW of these approvals are for support power for ultra-high voltage transmission lines from western regions to coastal demand centers, while the remainder is expected to worsen existing overcapacity.
• The resurgence in coal power is attributed to flawed incentives rather than demand, including regional competition for market share, efforts to boost GDP through large projects, and lack of due diligence by state banks. This occurs despite an estimated 400 GW of excess coal capacity in China, with average utilization rates falling from 60% in 2011 to 49% in 2019.
