Europe Gas Tracker 2023

The Europe Gas Tracker 2023 by Global Energy Monitor reports that the European Union is pursuing a costly and uncoordinated expansion of gas infrastructure, including LNG terminals and pipelines, which may conflict with its 2030 and 2050 climate goals.

• The European Union is proposing a significant expansion of its gas import infrastructure, with a potential addition of 227.2 billion cubic meters per year (bcm/y) of LNG terminal capacity. This represents a 136% increase over the EU's pre-war maximum LNG import capacity of 167 bcm/y. Additionally, 60.5 bcm/y of gas pipeline import capacity and thousands of kilometers of internal transmission pipelines are proposed.
• The total estimated cost for the proposed gas infrastructure buildout is €53.5 billion, comprising €22.1 billion for LNG terminals and €31.4 billion for pipelines. Approximately €4.2 billion of this is linked to projects already under construction. Greece, Italy, and Germany collectively represent about 53% of these cost estimates.
• The proposed infrastructure expansion may undermine the European Climate Law's goals of cutting emissions by 55% by 2030 and achieving climate neutrality by 2050. If the full 227.2 bcm/y of LNG capacity is realized, associated emissions could reach nearly 950 million tons of CO2 per year, which is more than one-third of the EU's 2019 greenhouse gas emissions of approximately 3.5 billion tons of CO2.
• Between January 2022 and February 2023, 35.2 bcm/y of gas import capacity was commissioned via eight LNG terminal projects, and 11.1 bcm/y was added in transmission pipelines. Since early 2022, the EU has proposed, revived, or fast-tracked 30 LNG terminal projects.
