Update on operational improvements to the GCF’s Readiness and Preparatory Support Programme, July 2022

The GCF Secretariat has implemented several operational changes to its Readiness and Preparatory Support Programme, including streamlining the review process, standardizing co-development criteria, and extending the annual readiness cap calculation date to March 31st. The fund is also rolling out the Readiness Results Management Framework (RRMF) and the Portfolio Performance Management System (PPMS) to improve reporting and monitoring. Additionally, the GCF is updating its Readiness Guidebook, with a consultation draft expected by November 7, 2022.

• The GCF has updated its Readiness Standard Operating Procedure (SOP) to improve efficiency through three main areas: streamlining co-development and review processes (including the elimination of one review stage), standardizing key processes via new review criteria and service standards, and integrating learning loops and results-based monitoring.
• The calculation date for the annual readiness cap has been moved from December 31 to March 31 of the following year, starting with the 2022 cycle, to avoid conflicts with the UNFCCC COPs and fiscal year closures.
• The GCF is introducing two new management tools: the Readiness Results Management Framework (RRMF), launched in Q3 2022 to help partners report results coherently, and the Portfolio Performance Management System (PPMS), an online system for report submission and disbursement processing with a full launch scheduled for October 2022.
• The GCF is updating its Readiness Guidebook and templates to reflect operational improvements and lessons learned, with a target date of November 7, 2022, for the release of a consultation draft.
