NDA Strengthening & Country Programming

The Kingdom of Tonga is seeking USD 500,000 from the Green Climate Fund to enhance its institutional capacity to manage climate finance. The proposal focuses on strengthening the National Designated Authority (NDA), prioritizing project pipelines under the Tonga Country Programme, and improving direct access to finance through the accreditation of the Ministry of Finance and National Planning (MoFNP). Key activities include developing a climate finance tracking mechanism, mainstreaming gender and vulnerable group needs into programming, and increasing private sector engagement to develop bankable project concepts.

• Tonga identifies five primary barriers to effectively accessing GCF resources: limited technical capacity of the NDA for project assessment, a lack of prioritization for national pipeline projects, poor gender-responsive approaches in programming, insufficient representation of vulnerable groups, and a need for greater private sector engagement in developing bankable project concepts.
• The proposal requests USD 500,000 over a 24-month period to achieve four main outcomes: establishing institutional coordination mechanisms, improving the country programming process, facilitating direct access to climate finance, and strengthening climate finance strategies and project pipelines.
• A central goal is to achieve GCF accreditation for the Ministry of Finance and National Planning (MoFNP). This involves using a gap assessment by PricewaterhouseCoopers (PwC) to develop necessary fiduciary, gender, and environmental and social safeguard (ESS) policies.
• The project aims to improve the tracking of climate funds by establishing a national Monitoring and Verification (M&V) system at the MoFNP and linking it to the existing Department of Climate Change (DCC) database.
• Tonga intends to strengthen its 'No-Objection Procedure' (NObP) by developing awareness materials in both Tongan and English and conducting stakeholder trainings to ensure the procedure is fully implemented and disseminated.
• The proposal includes specific targets for project development, including the creation of at least two Simplified Approval Process (SAP) concept notes and two standard concept notes for submission to the GCF by 2020/2021.
• To improve inclusivity, the project will conduct trainings for NDA staff on gender mainstreaming and hold consultations with vulnerable groups—including women, youth, and people living with disabilities—to identify priority climate issues for project development.
• The project seeks to formalize private sector involvement through three robust consultation workshops and the development of at least two bankable, transformative project concept notes led by the private sector.
